FCC, iHeartMedia Reach Agreement Ending Payola Investigation—But The Bigger Story May Be What Happens Next

One of the radio industry’s most closely watched regulatory investigations has officially come to a close.

The Federal Communications Commission and iHeartMedia have entered into a Consent Decree resolving the agency’s investigation into whether artist appearances at company-sponsored events created concerns under federal sponsorship identification and payola rules. Under the agreement, iHeartMedia did not admit to any violation or wrongdoing, while agreeing to strengthen and formalize compliance procedures going forward.

The investigation began after concerns were raised in early 2025 alleging that some artists could have felt pressure to participate in promotional concerts and events—such as the iHeartRadio Music Festival and Jingle Ball—because of a perceived connection between performances and radio airplay. Those concerns prompted the FCC to issue industry guidance reminding broadcasters of long-standing sponsorship identification and payola requirements.

Throughout the investigation, iHeartMedia maintained that artists appear at its events for their promotional value and audience reach—not in exchange for additional airplay. As part of the settlement, the company agreed to enhance internal compliance measures designed to reinforce existing policies governing sponsorship identification and employee conduct. The agreement also brings the FCC’s investigation to a close without further administrative proceedings.
