Meanwhile, Penn State will continue operating its student-run station, 90.7 The Lion (WKPS), maintaining hands-on broadcasting opportunities for future media professionals.

The agreement represents a dramatic shift from earlier negotiations. An initial proposal called for Penn State to provide a substantial financial subsidy to facilitate the transfer, but university trustees declined that approach. After returning to the negotiating table, both organizations reached a revised agreement that eliminated the subsidy requirement while allowing WHYY to secure outside financing needed to complete the acquisition.
